Our Client requires one (1) Project Manager with experience implementing NERC CIP regulatory compliance programs to lead a technical team in the development of the necessary deliverables to achieve base compliance.
The Consultant will provide the following services: a) Leading a technical team of 4-8 designers with skillsets in Protection, Automation, SCADA, and Telecom through the process of planning, coordinating and delivering and reporting on work stream deliverables.
b) Liaise between individual designers, team leads, and project managers. His/her role would include providing leadership and coordination to the team, tracking key deliverables and their completion for the following tasks. Capturing and evaluating device configurations/settings and network configurations; 2. Evaluate security vulnerabilities (e.g. device settings, firmware updates, software patches); 3. Evaluating device password capabilities; 4. Evaluating device user login logging; 5. Writing (field) procedures to document and update: settings, configurations, software patches, firmware, passwords, network settings; 6. Developing processes to document changes to devices; 7. Evaluating, collecting and creating processes to for handling of information sources (e.g. drawings, configurations, etc.) that may be considered security sensitive; and 8. Developing and writing recovery procedures for families of devices. c) Reviewing team deliverables for overall consistency of approach and alignment with document management processes.
d) Supporting the development of cost estimates, schedules, and scope of work
e) Facilitating project team meetings.
f) Reviewing work in progress by assigned client staff, consultants and contractors and providing weekly and monthly progress reports.
Timeline and Schedule The term of the Contract will be from 17 August 2017 through to 16 February 2018. There may be two (2), one (1) year options on a part time or full time as required basis to extend the Term of the Agreement as mutually agreed to between client and the Consultant.
4. Work Location and Equipment This will work will be completed at the Burnaby, BC. Client will provide a workspace but the Consultant will provide own personal computer. The Consultant is expected to work approximately forty (40) hours per week. Additional hours may be required depending on project schedules and will be discussed and approved between Clients Representative and the Consultant.
5. Qualifications and Experience: The Project Manager will have the technical background in areas such as Protection, Automation, Networking, Telecommunications, and demonstrated experience implementing NERC CIP regulatory compliance programs for electric system operators or electric utilities including: a) Experience leading a team related to a NERC Critical Infrastructure Protection (CIP) Compliance Program;
b) Project Management Certification or equivalent with minimum five (5) years’ of project management experience;
c) Minimum seven (7) years’ related technical experience in protection, automation, SCADA or Telecom technical area;
d) Possess leadership abilities and persuasive influence to provide guidance to engineering specialists deciding on multi-faceted problems to find the correct path for the project and Client
e) Possess the ability to listen, understand and provide direction for engineers within and outside of their discipline, possess good written and oral communication skills, and should have experience briefing senior management on complex project issues in a clear and concise manner; and
f) Excellent written and oral communication skills.
