Senior Environmental Scientist - Edmonton At Bechtel

SUMMARY:

Responsible for integration of environmental issues and requirements, including ISO 14001 Environmental Management System (EMS) for the Project, and into planning documents, permit applications, design specifications and criteria, construction plans and schedules, and subcontract packages. Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate scientific principles, and formulating scopes of work, plans, and methodologies suitable for achieving environmental best practice and maintaining compliance with environmental requirements and plans. Provides technical assistance to other Environment, Safety and Health (ES&H), Engineering, and Construction, Stakeholder Engagement and Sustainability personnel on the project.


For the Edmonton Valley LRT Project, this Senior Environmental Scientist will be responsible for implementation of the environmental management program, including compliance field inspections, guidance on mitigation measures, training at management, supervisory and craft levels, plan reviews, incident response and provide supervision for junior environmental staff as needed. This includes supporting project’s ISO 14001:2015 EMS in the development, maintenance, verification, reviews and continual improvement of the management system and its elements. It also includes advising, coaching and coordinating with the project team (Project Management, Construction, Engineering, etc.) to ensure that the environmental management program is fully integrated into the project, is driven by project management and the project TransEd LRT team, and is functional at all operational locations.


JOB DIMENSIONS:

A. Supervision Received

  • Receives technical and administrative supervision from the Project Environmental Manager.

B. Supervision Exercised

  • May directly supervise other environmental scientists/engineers and provide technical oversight and direction to field crews and subcontractors.

C. Contacts

  • Maintains relationships with internal Bechtel organizations (e.g., Engineering, Construction, and Subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of Environmental functional responsibilities into design specifications, construction plans and schedules, and subcontractor bid packages.
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
  • Maintains contact with other project environmental personnel (e.g., Project Environmental Manager) to keep them informed of changing requirements and provide technical assistance as needed.
  • Maintains contact with customers to exchange information on environmental issues, technical information, and new technologies.

ESSENTIAL JOB DUTIES:

  • Works with the overall Project team with respect to integration and compliance with environmental requirements, including ISO 14001 Environmental Management System requirements.
  • Provides technical support for Project teams as it relates to legal and regulatory requirements, compliance obligations, mitigation measures, and corrective actions.
  • Responsible for coordinating integration of environmental requirements with (Sub)Contracts, Engineering, and Construction personnel.
  • Provides environmental technical support and assistance to the Project teams and coordinates environmental requirements, and formulation of mitigation measures with project-assigned Environmental personnel, engineering leads, construction supervision/management and onsite ES&H representatives during construction.
  • Participates in meetings with customers, project team members, and subcontractors to advise them of environmental requirements that may affect project design, construction methods, schedule, and cost.
  • Responsible for drafting project-specific environmental management plans, mitigation plans, environmental awareness training programs, and technical reports.
  • Participates in development, maintenance, verification and continual improvement of the Project’s Environmental Management System and associated audits and management reviews.
  • Provides recommendations and input for revising Project procedures, work processes, and other quality improvement measures.
  • Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, and the project’s environmental management plans.
  • When in supervisory role, implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to direct staff.

JOB KNOWLEDGE & EXPERIENCE:

  • Experience with environmental management and regulatory compliance on large, urban construction projects.
  • Knowledge and demonstrated experience with ISO 14001 environmental management systems.
  • Knowledge of environmental science systems, principles, and methodologies.
  • Knowledge of Canadian, Alberta and the City of Edmonton environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during Project execution.
  • Knowledge of engineering and construction systems, planning, methods, and work processes.
  • Experience in developing and providing environmental awareness training.
  • Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.
  • Experience in environmental monitoring and compliance inspection during construction.
  • Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  • Skilled in oral and written communication.
  • Knowledge of standard computer applications as used by Bechtel, and skilled in data management as part of an Environmental Management System.
  • Bachelor of Science degree in a specialized scientific field (e.g., wetlands biology, meteorology, forestry, and archeology) or environmental/civil engineering and some practical work experience in the discipline performing the responsibilities listed above – OR – equivalent demonstrated experience.
  • Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., conservation or research projects, consulting, construction execution, and/or operating facilities) performing the responsibilities listed above.
