The SSM Strategist reports to the Director, EMS Dispatch System Status Management, and is responsible for leading the people, processes and technologies used to strategically deploy EMS resources throughout the province. The position is responsible for ensuring the effective deployment of EMS resources (e.g. ambulances) so that they are in the right places when called upon to respond to emergency medical events. The role will collaborate with key stakeholders when investigating the many complex deployment challenges that face the EMS organization. This role is also responsible for working with various teams, including vendors, to design, implement, and maintain a suite of enterprise decision support systems used by EMS to effectively coordinate resource allocation and investment. Using advanced analytical skills, this role will regularly monitor performance and industry best-practice to make enhancements that improve the performance of the provincial EMS deployment model. Other duties include: Data analytics including developing statistical models, optimization, and demand forecasting. Computer science including programming, coding, and application development. Report writing and business case development. Developing data models, methods, service standards and policies. Coaching and developing peers in a team environment. Making presentations to key stakeholders including EMS Leaders. System surveillance and performance monitoring. Participating in and leading research projects. Providing general support across the EMS Dispatch Program to achieve quality results in support of the vision, mission and business plan of Alberta Health Services.
Postsecondary (Bachelor’s) degree in the field of Operations Management, Management Science, Statistics, or Computer Science. Applicants will be required to demonstrate 10+ years of pertinent work experience performed in a health, municipal, or public safety (or similar) environment including 5+ years progressive leadership experience in an organization of significant size, complexity and diversity. Proficiency in the following applications: Microsoft Suite, SQL, and ‘R’ and/or Python programming languages.
Postgraduate or Master’s degree a related field. Applicants should demonstrate 15+ years of pertinent work experience performed in a health, municipal, or public safety environment including 10+ years progressive leadership experience in an organization of significant size, complexity and diversity. Advanced Proficiency in: SQL, MATLAB, C++, C#, C, HTML5, JAVA, Ruby and ‘R’ and/or Python programming languages. A combination of education, skills and experience may be considered.
