Reporting to a Zone specific Director, Strategic Capital Planning, the position will be responsible for investigations and planning of the initial stages of a potential Capital Project up to and including project funding approval. Specific activities / deliverables include ; strategic facility plans, site master plans, strategic options analysis, needs assessments, business cases, site selection/assessments, community or zone facility utilization and optimization, site specific utilization and optimization, project specific expansion or redevelopment options and opportunities. All of the aforementioned activities are focused on identifying the most appropriate, efficient, effective, accountable and sustainable solution for complex and challenging space and clinical service challenges. The Strategic Development Capital Planner will work collaboratively with a broad spectrum of AHS staff, including Senior Leaders to analyze and make recommendations regarding utilization of existing facilities and future facility needs. This position will provide expert advice and facility planning and development solutions, up to and including project management of strategic initiatives to ensure client needs are met and future needs anticipated. Over sight of consultants conducting planning work for Alberta Health Services may be required.
The successful incumbent will possess a minimum of five (5) years’ experience in architectural planning and design in a professional capacity, preferably on healthcare or related projects.
This role requires a number of unique skills; comprehensive architectural, capital and or healthcare planning. An understanding of healthcare built environments and healthcare delivery/operations/systems including knowledge of best practice standards and the ability to search out creative solutions to complex and challenging problems. Ability to simultaneously manage multiple projects of significant complexity and duration is also required. Travel within the Edmonton and North Zone will be required on a project by project basis. Important interpersonal skills include the ability to provide leadership to a diverse group of professional and non-professional health care staff, as well as Senior AHS Executive and external consultants, municipal agencies, community associations, foundation boards etc. on complex, occasionally confrontational, confidential, emotional and/or stressful issues.
Experience in operational planning, process engineering or a functional planning role within an organization of significant size, complexity and diversity is desirable. A Degree in Architecture with the appropriate license and designation is preferred. Alternatively a Degree in Healthcare Administration / Management, Urban/City Planning or Masters of Business Administration preferably with a capital planning or healthcare background may be considered.
